How Silver Could Reach All-Time Highs in 2013 | TopStockAnalysts ...

This past March, I asked a highly successful investment advisor what he thought about gold. Since he deals almost exclusively with very high net-worth individuals, his point of view was especially intriguing.

He confided to me that many of his clients had been asking for gold and gold-related investments over the past few years. I can?t say that I was surprised.

But what he told me next simply shocked me.

?Gold?s much too volatile, it?s too risky?, he said. ?Sure it?s up, but I try to discourage my clients from investing in it.?

It simply floored me that he thought gold was too volatile. Gold is only up 580% since it bottomed in 2001, without a single losing year to date.

That?s not something you can say about the stock market or any other type of investment.

I can hardly imagine what he must think of silver, as silver prices are up by 725% since 2001.

Today, silver is trading around $34, but our 2013 silver price forecast now has the shiny metal going much, much higher.

What will power that rise?

Since it?s slaved to its richer cousin, all the fundamentals for higher gold would apply.

I wrote about them yesterday in my 2013 gold price forecast.

As history has shown, silver moves almost in sync with gold, but exaggerates its movements, both on the up and down sides. That?s why I like to think of silver as ?gold on steroids?.

2013 Silver Price Forecast

For 2013 I think silver, like gold, will set a new all-time nominal price record, likely reaching as high as $54 an ounce.

Despite silver?s dependency on gold, it does have some distinct fundamentals, too.

In fact, here are my key drivers for silver prices in 2013:

1.? The Gold/Silver Ratio: Before the financial crisis, the gold/silver ratio was around 50 (meaning an ounce of gold would buy you 50 ounces of silver) and trending downward. In late April last year silver exploded higher, pushing the ratio down below 30.

That was short-lived, as silver?s dramatic rise was unsustainable. I had said so at the time. The ratio recently returned to a high level near 60. In 2013, look for the ratio to head back down again, meaning silver will rise faster than gold.

On a long-term basis, I think we?ll see this ratio move down closer to 20. So right now, silver is looking rather undervalued relative to gold.

2.?Four More Years of Obama: The President has been very good for silver prices. In fact, he was so good, he helped make silver the best-performing major financial asset during his first term.

Now that Obama has earned another four years, and Federal Reserve Chairman Ben Bernanke?s still in place and relying heavily on the printing press, I?m fully expecting a repeat performance. Thanks, guys, for more of the same.

3. Higher Investment Demand: Physical silver investment demand is growing. Despite a number of existing silver ETFs, the Royal Canadian Mint is launching its own. That has suddenly removed 3 million ounces from the physical market.

The Sprott Physical Silver Trust (NYSE: PSLV) is expanding its size as well, likely having bought 7.5 million ounces of silver to accomplish this. That?s over 10 million ounces in a single month. Meanwhile, the U.S. Mint has sold more silver coins versus gold coins so far this year than in any since the coin program started.

4. Higher Industrial Demand: Solar panel demand is exploding and silver is used to make them, of which the average panel requires about two thirds of an ounce. Since 2000 the adoption of solar panel technology has meant a 50% annual increase in silver usage each year, going from 1 million ounces in 2002 to 60 million ounces last year, representing nearly 11% of all industrial demand. Adding fuel to the fire, Japan has recently offered to pay utilities three times the price for electricity generated from solar versus conventional methods.

Unlike gold, silver has a wide range of industrial uses. There?s currently growing demand from an increasing number of industrial applications, including lighting, electronics, hygiene and medicine, food packaging, and water purification, to name but a few. That?s bullish for silver.

So for these reasons, as well as silver?s historical role as an inflation hedge/monetary asset, look for silver prices to keep rising in the years ahead.

That being said, 2013 is likely to be pivotal for the more affordable precious metal. Now that gold has set and surpassed its own all-time highs, look for silver to be next.

It now looks like $54 is the next price target in silver?s relentless and historic climb.

Defining career paths in health systems improvement

ScienceDaily (Nov. 29, 2012) ? The sheer number of efforts aimed at improving the quality and efficiency of the U.S. health care system -- ranging from portions of the national Affordable Care Act to local programs at individual hospitals and practices -- reflects the urgency and importance of the task. One aspect that has received inadequate attention, according to three physicians writing in the January 2013 issue of Academic Medicine, is training the next generation of experts needed to help lead these efforts. In their Perspective article, which has been released online, the authors propose a framework for career development in what they call "health systems improvement," a term that encompasses a broad range of activities -- including management, research and public policy -- to improve the quality and efficiency of our systems of care.

"My co-authors and I each had experience in nonclinical fields such as government, consulting or law before entering medical school, leading to countless conversations with our classmates and co-residents about atypical career paths," explains Clay Ackerly, MD, MSc, management and policy fellow at Massachusetts General Hospital and the Massachusetts General Physicians Organization, a co-author of the Academic Medicine article. "During these conversations most trainees echoed common themes of wanting to have careers that allow them to improve the quality of our care delivery systems. However, most of them also had difficulty articulating their exact interests, and it became clear that we lacked a common lexicon to discuss their specific interests and potential career opportunities."

The authors -- also including Ami Parekh, MD, JD, medical director of Health Systems and Innovation at the University of California, San Francisco, and Daniel Stein, MD, senior medical resident at Brigham and Woman's Hospital -- write that while a few academic medical centers have developed programs addressing health systems improvement, many medical trainees "may become overwhelmed by the sheer number of, and lack of clarity among, possible career paths." Since many of today's health care leaders reached their current positions through what the authors call "circuitous and often serendipitous career paths," their ability to guide and advise young physicians may be limited.

Based on a series of conversations with medical students, residents and leaders in health systems improvement, the authors put together their framework. It starts with three core focus areas -- research, policy and management -- defines three intersections -- policy advising, policy translation, and implementation science -- and includes examples of potential careers, such as academic administration, health services research and government relations.

"The framework is largely a collection of definitions -- a new taxonomy, if you will -- and while some may disagree with the dividing lines, we wanted to put some structure around the passion so many trainees feel for improving the care of patients," Ackerly explains. "We hope this framework can help anyone with that passion -- from any background, not just MDs -- find productive ways to develop their interest and have an impact."

Ackerly and his co-authors suggest that trainees interested in careers in health systems improvement take a few simple steps to help guide their early career development. Some are as basic as reflecting on their own preferences, including whether they want to practice clinically, and identifying one core area on which to focus, as well as one to deemphasize. Trainees may also consider the possibility of additional formal training -- such as research fellowships or advanced degrees in public health, business, health administration or public policy. Noting that their proposed framework needs validation, the authors plan to monitor how it is used by both trainees and their mentors, refine their recommendations, and expand the examples of career options included in the paper.

"We need to bring as much talent as possible into this field. But until we have better defined career paths for trainees who want to engage in this work, many of them may become, at best, confused and, at worst, demoralized," Ackerly stresses. "We hope that making those career paths more explicit will lead to an energized workforce and will attract the needed institutional investments in time and resources. The struggle to improve the quality of health care should never end -- patients deserve nothing less."

Selena Gomez is in the business of making dreams come true. The 20-year-old starlet was approached to meet Frehley Gilmore, an adorable 10-year-old, who was diagnosed with stage 3-4 cancer, and she jumped at the opportunity to meet this fan.

The Make-A-Wish foundation asked Selena if she would travel to NYC to help make the surprise a reality. Selena headed over to the famous ice cream shop Serendipity, a fave of Selena?s, and walked into the restaurant where Frehley unknowingly sat talking to GMA host Josh Elliott.

?You know, me and my mom make a tradition every time we come to New York, which is a lot for my job, we always used to come here together, so it was my mom and daughter place,? Selena said of the meet-and-greet. ?It?s probably one of my favorite things that I do for my job. It makes me happy to come out and do this. I feel like I?m not doing enough.?

Frehley had brain surgery and had the tumor removed. She is currently cancer-free.

Little Falls mourns teen cousin shooting victims

LITTLE FALLS, Minn. (AP) ? A Little Falls man faces arraignment Monday in the shooting deaths of a pair of teenage cousins who went missing Thanksgiving Day and whose bodies were found by police the next day in the basement of the man's central Minnesota home.

Little Falls school officials identified the victims as cousins Haile Kifer, 18, and Nicholas Brady, 17.

Police on Sunday were holding Byron David Smith, 64, of Little Falls, who they expected will be charged Monday with second-degree murder.

Smith told police he shot the two during a break-in, but authorities have said his actions exceeded a reasonable self-defense.

The Minneapolis Star-Tribune reported that about 200 people gathered Sunday night for a vigil at Little Falls High School for Kifer and Brady. Mourners remembered both as athletic and friendly.

The newspaper also interviewed Bruce Smith, the suspect's brother, who said several break-ins had left his brother feeling vulnerable and afraid.

Family members of Kifer and Brady could not immediately be reached for comment.

Details about the shooting remained murky Sunday. Morrison County deputies visited Byron David Smith's home just north of Little Falls on Friday afternoon on a suspicious activity call, at which point, they say, he immediately confessed to shooting two people the previous day around noon. Deputies found the bodies in the basement.

Smith's brother told the Star-Tribune on Sunday that his brother was upset after the shootings and unsure how to react.

"Put yourself in his shoes after you shoot two people in your basement," Bruce Smith said. "How are you going to react?"

Morrison County Sheriff Michel Wetzel said Sunday that Byron David Smith claimed the teenagers broke into his home. But Wetzel said circumstances at the scene led investigators, including some from the state Bureau of Criminal Apprehension, to believe that his actions were in excess of simple self-defense.

Wetzel refused to release further details, including whether investigators believe that Smith shot the teenagers immediately upon finding them. Wetzel planned to hold a news conference Monday in Little Falls, where he said he would release a fuller picture of what happened.

"We do want to give the public a clear picture of what happened," Wetzel said. He said investigators were still actively working the case.

Kifer was a senior at Little Falls High School. Superintendent Stephen Jones said she competed in gymnastics and swimming and helped manage the boys wrestling team. Brady had attended the same school up through the previous school year, at which point he transferred to nearby Pillager High School.

Jones said the Morrison County Sheriff's Department notified him of the identity of the victims. Little Falls students have a scheduled day off Monday, but Jones said grief counselors will be on hand anyway, and students and their parents will be invited to come to school and talk about what happened. He said more counselors will be in place on Tuesday when all students return; Pillager High School also planned to have counselors available.

Jones said Brady had wrestled for Little Falls before transferring schools. "These were both friends to a lot of folks, involved in lots of activities and working their way towards graduation like so many other kids, trying to put their focus on the future," Jones said.

Few details were immediately available about Smith, whose home is in a secluded area north of Little Falls and near the Mississippi River. Wetzel said he was not previously known to the sheriff's department as a troublemaker, and his name doesn't turn up any previous convictions in a state criminal history database. The Star Tribune quoted a neighbor, John Lange, who said Smith was a retired security worker and volunteer Scout leader who cared for his elderly mother until her recent death.

"He's a really decent guy. I think he just snapped," Lange told the newspaper.

A Facebook page set up to mourn Kifer and Brady was getting heavy traffic on Sunday afternoon. Fellow students and alumni from Little Falls High School were planning a Sunday night candlelight vigil at the high school football field.

Plucked from obscurity: Microgromia, a living microbial spider web

Microgromia is a tiny amoeba with an organic shell who, much like a spider, lays down a sizeable spread of thread-like pseudopods (filopodia) lines with sticky extrusomes, waiting for the unfortunate bacterium or eukaryotic flagellate to stroll by. Unlike a spider, Microgromia does not need to wander off to apprehend trapped prey ? its ?web? actively delivers the food straight to its mouth, seemingly digesting some of it along the way. While slower, quieter and much smaller than the truly-web-forming foraminifera, it can nevertheless handle some impressive flagellates on its own, relative to its size. You can usually find a ton of them by floating a coverslip atop some pond water samples, for a couple of days. The cell body itself appears to be quite determined to stay where it is, but you can watch the extrusomes and various tasty victims be slowly transported by the filopodia.

The test (?shell?) has a bent ?neck? that is characteristic of this genus. Bacteria get drawn through that neck and into their final resting place in an acidic digestive vacuole within the cell body proper. As one would expect of a freshwater species, Microgromia has a contractile vacuole complex that gradually expands as its components fill up and fuse, and then expels its contents somehow ? this appears to happen inside the test. The test itself generally starts out colourless and darkens to a brown with age, as a result of iron oxide (rust) accumulation. The nucleus is lined with strange granules, described as a ?chromidium? in old literature. That term seems to have fallen out of use, but primarily because people stopped talking about it altogether. The identity of these granules is unclear, as there are no ultrastructural studies of these organisms to date, to my knowledge.

Shelled filose amoebae like Microgromia are diverse and fairly common, but close to nothing is known about them. Small and restricted to growing on top of substrates, they have largely escaped human attention. Don?t think we even know who their relatives are via sequence data, yet. Presumably, they are granofilosean cercozoans like Limnofila, but one can?t know for sure without molecular phylogenies (or even with molecular phylogenies, for that matter!). The most comprehensive reference I know of is on arcella.nl, in addition to a couple old! papers. Microgromia and its friends are nevertheless quite interesting to watch, and may well carry a fascinating idiosyncrasy or three in their cell structure and molecular biology. (This specimen is from a local pond)

PS: There were old reports of a species where multiple individuals fuse their filopodia into a single network, called Microgromia socialis. It was a popular example in discussions of biological individuality concepts back in the late 19th and early 20th centuries (eg. in this book on the nature of human personality, of all things), and subsequently completely forgotten. (this discussion may not even refer to the same thing, for all we know) It sounds like some non-socialis species are also capable of fusing together into a network, or otherwise forming a colony, so M. socialis may have just been a specific life stage of some other Microgromia species. That said, I have come across clearly fused networks of Microgromia-looking things, whose individuals appear rather different from the solitary forms I find. The shape differs, and the ?chromidium? around the nucleus seems to be absent. The colourless appearance could be owed to a younger age, though this species may well not get rusty. Carney's deputy seen as favourite to take over at Bank of Canada

OTTAWA (Reuters) - The Bank of Canada's senior deputy governor, Tiff Macklem, is the early favourite to replace Mark Carney as the head of the central bank, pointing to a steady-as-she-goes policy that points eventually to higher interest rates.

The policy picture would be less clear, however, if an outsider were brought in for the top Bank of Canada job, something that the bank has done on the last two occasions.

"He's been very involved with the governor since the credit crunch began, and we know that the two see eye-to-eye on many of the dynamics that are occurring in Canada right now," Ian Pollick, fixed income strategist at RBC Capital Markets, said of Macklem.

That said, the uncertainty introduced with the surprise appointment of Carney to the Bank of England weakened the Canadian dollar and boosted bond prices as markets bet on a chance, however slight, of a more dovish policy.

The Bank of Canada stands apart from other major central banks in that it avoided large bouts of quantitative easing and now insists the next move in interest rates is likely to be up.

It presided over a relatively quick recovery from the world economic crisis, with no Canadian bank having needed a government bailout. Canada's resource-rich economy has driven growth as other industrialized countries have struggled, and the country's property market avoided the excesses that plagued the United States, allowing Canada's banks to avoid losses.

Arguing in favour of choosing from within the bank for a new chief is the need to maintain morale, after the bank's senior deputy governor was passed over for outside candidates in the last two appointments -- David Dodge in 2001 and Mark Carney in 2008.

"Every so often at least you have to go internal just for long-run morale considerations," said Bill Scarth, economic policy expert at McMaster University in Hamilton, Ontario, and at the C.D. Howe Institute in Toronto. "Otherwise, when people get senior they start looking for another job."

And given that Macklem became senior deputy governor only in July 2010, it would be "awkward to all of a sudden jump somebody over him unless it's an outside person," Scarth said

Macklem, 51, is currently the bank's chief operating officer and has been actively involved at the global Financial Stability Board, where he chairs a committee on standards implementation. He was previously the associate deputy minister at the Finance Department and was Canada's Group of Seven deputy.

Under Carney, the Bank of Canada was the first in the G7 leading industrialized nations to raise its reference rate from the rock-bottom level in the global financial crisis. It has held the rate at 1 percent since September 2010.

In April it signalled a rate hike might become appropriate, something it now says will happen "over time," making it an outlier in a G7 more focused on continued stimulus.

The median view in an October 24 Reuters survey of primary dealers is that the next rate hike will not be until the fourth quarter of 2013.

Another possible candidate is insider-outsider Jean Boivin, a respected monetary policy researcher who was deputy governor at the bank from 2010 until last month, when he became the Finance Department's representative at G7 and Group of 20 meetings, the job once held by Macklem. As Boivin was part of the Bank of Canada consensus, his appointment would also signal no change.

An outsider floated by Nomura economist Charles St-Arnaud is Don Drummond, a former federal finance official who helped wrestle down Canada's large budget deficit in the 1990s.

Other possibilities are the remaining deputy governors at the Bank of Canada: Agathe Cote, John Murray and Tim Lane -- who of course are under Carney and Macklem in the central bank pecking order.

McMaster economist Scarth noted that Flaherty praised Carney's service in his announcement on Monday morning, and that suggested Carney would not want to appoint somebody who would be likely to cause change.

"We are sort of the envy of the world in financial matters generally. If it ain't broke, don't fix it," Scarth said.

JFK's last night recalled as key event for Latinos

President John F. Kennedy was supposed to just stop by and wave hello.

Instead a group of eager Latinos persuaded him to come inside and speak to a packed room of Mexican-American civil rights activists. And then he persuaded his wife, first lady Jacqueline Kennedy, to address the crowd in Spanish.

It was Nov. 21, 1963. Hours later, the president was dead, his assassination overshadowing the significance of a speech that can be seen as the birth of the Latino vote, so instrumental in 2012 in helping re-elect the first black president, Barack Obama.

To historians, Kennedy's appearance at the Rice Ballroom in Houston was likely the first time that a president officially acknowledged Latinos as an important voting bloc.

Though there are no plaques marking the historic occasion, the event is a touchstone for activists even if the spot where Kennedy sat and heard a band play Mexican ballads and where the crowd yelled "Viva Kennedy!" is now a refurbished ballroom in a loft apartment complex that often plays host to weddings.

"That evening ... that's where it began," said Ignacio Garcia, author of "Viva Kennedy: Mexican Americans in Search of Camelot" and a history professor at Brigham Young University. "But because very few people know about the meeting, it's like it never happened."

The surprise visit came after Mexican-Americans in Texas, New Mexico, California, Arizona, Illinois and Indiana helped Kennedy win critical swing states in 1960, thanks to an unprecedented voter registration drive in Latino communities. Independent "Viva Kennedy!" clubs sprang up. Sen. Dennis Chavez, D-N.M., and Texas legislator Henry B. Gonzalez of San Antonio, a future congressman, began speaking in Hispanic neighborhoods across the country and positioned themselves as the first recognizable national Latino political figures.

Just as in 2012, Republicans in 1960 did little to woo Latinos to support their presidential candidate, Richard Nixon. Latinos also identified with Kennedy, who was Catholic and Irish-American, a member of an ethnic group that had battled discrimination similar to what Latinos faced in the segregated Southwest.

On Election Day in 1960, Kennedy won 85 percent of the Mexican-American vote.

But during Kennedy's first months in office, Latino leaders expressed dismay that the president had failed to appoint Hispanics in his administration. Chavez even openly criticized Kennedy for his lack of appointments; other leaders embarked on a letter-writing campaign over the slow movement on civil rights.

Sensing another close election in 1964 and hoping to ease tensions, Kennedy visited Texas in November 1963. Advisers suggested that he at least pay a quick visit to Mexican-American activists at a Houston gala sponsored by the League of United Latin American Citizens, then the largest Latino civil rights group in the country.

"The Secret Service told us that he may stop by, but not to advertise it because it wasn't part of his official schedule," said Alexander Arroyos, 76, who was an officer in LULAC at the time. "We could spread it through word of mouth. No one believed us."

Then Kennedy showed up.

The president was greeted at the door by Macario Garcia, who was awarded the Medal of Honor for his service during World War II. Inside the ballroom, Kennedy and the first lady found an enthusiastic crowd of World War II veterans, civil rights advocates and future elected officials.

Kennedy spoke briefly about foreign policy in Latin America and the importance of LULAC. The first lady told the crowd in Spanish that Texas had a deep history with Latinos. The crowd responded with chants of "Viva Kennedy!" A band played a ballad in Spanish as photographers took photos of the Kennedys and Vice President Lyndon B. Johnson and his wife, Lady Bird Johnson.

Before that moment, historians believe that no president had ever acknowledged Latinos as a voting bloc, said Emilio Zamora, a historian at the University of Texas at Austin.

President William Taft, who served from 1909-1913, may have met with a tiny group of Latino activists in El Paso, Texas, Zamora said. President Dwight D. Eisenhower likely shock hands with some Mexican-American voters in a campaign visit to South Texas in 1952. "But I think no president had ever publically thanked Mexican-Americans in that manner," said Zamora.

Fifteen hours after the historic meeting, Kennedy was dead.

Band members who had played for the president the night before wept as the news unfolded. When Arroyos heard about the assassination, he told his boss at an import company he was too upset to work. Arroyos rushed to collect from friends as many photos as possible of Kennedy's visit at the Rice Hotel as he could for a future edition of a LULAC newspaper.

On Election Day 2012, analysts routinely spoke of Latinos finally awakening as a "sleeping giant" by giving Obama around 70 percent of their vote. But Ignacio Garcia said that assessment ignores how Latinos have influenced presidential elections for more than 50 years.

In 1960, for example, their overwhelming backing helped put Texas and New Mexico in Kennedy's column during the tight race against Nixon. The Republican's campaign did not have a presence in Mexican-American neighborhoods and did not have a Spanish language TV ad, unlike Kennedy, who tapped the first lady for it. Kennedy also made promises to appoint Mexican-Americans to his administration.

Johnson enjoyed support from Hispanics who campaigned for him during his landslide victory in 1964, and Mexican-Americans came out strongly for Sen. Robert F. Kennedy, D-N.Y., during the 1968 Democratic primary in California.

In 2000, then-Texas. Gov. George W. Bush, a Republican, was able to edge Democrat Al Gore, thanks in party to receiving about 40 percent of the Latino vote, according to various estimates.

"The Latino vote did not come of age the night Obama was re-elected," said Garcia. "It came of age Nov. 21, 1963."

The reason the Latino vote is attracting attention in 2012 is that Latinos are now the largest minority group in the U.S. and voter participating rates are up, Garcia said.

Voter participation for eligible Latino voters has gone from 3.7 million in 1988 to an estimated 12.5 million in 2012, according to the Pew Hispanic Center. That number could to double within two decades, the center said.

Arroyos said most of the older activists shrug off the pronouncements that Hispanics are finally influencing national elections even though his generation helped give birth to the Latino vote. Still, he said even those who are still alive and remember that Kennedy speech probably don't even know what role they played that eventually led to the voting numbers in 2012.

"I didn't know that evening was so historic," said Arroyos. "I was just happy that he dropped by and just didn't say hi."

Apple asks court to include Galaxy S III with Jelly Bean, Galaxy Note II and four more in lawsuit

As usual, Apple though Friday night on a holiday weekend was the perfect time to push some more paper through in its ongoing patent lawsuit against Samsung. According to Florian Mueller of FOSS Patents, after Samsung asked to add the latest iPads, iPhones and iPod touches to its list of claims and the court approved the addition of the iPhone 5, Galaxy S III, Galaxy Note and Galaxy Note 10.1, Apple is trying to put six more devices on the list. Listed in the motion are the Galaxy S III running Android Jelly Bean (but not Jelly Bean itself), Galaxy Note II, Galaxy Tab 8.9 WiFi, Galaxy Tab 2 10.1, Rugby Pro and Galaxy S III mini. As usual, the case will proceed, we'll wait to hear if these requests are approved by the court and in the meantime, iThings and Galaxys alike will continue to fly off the shelves. Given the season, for now it's time to be thankful we're not one of the lawyers spending their day working on this. That leaves us plenty of time for more interesting activities, like hand-to-hand combat against fellow shoppers for the right to purchase slightly discounted items.

Analysis: Russian-style quantitative easing may sow trouble

MOSCOW (Reuters) - It has been dubbed quantitative easing, Russian-style. A surge in central bank lending to Russian banks is sustaining rapid loan growth, but also risks fueling inflation and a potential credit bubble.

On the face of it, Russia's central bank has been acting tough. To clamp down on inflation it has recently hiked interest rates - in stark contrast with the ultra-loose monetary policies seen in western economies.

But while Russia has tightened the monetary screws with one hand, it has been opening the flood gates with the other.

"They are sending conflicting signals," said Natalia Orlova, chief economist at Alfa Bank. "They are raising interest rates ... and at the same time they continue to fund loan growth."

Total credit extended by the central bank has mushroomed to 2.5 trillion roubles ($80 billion) as of November 1 from negligible levels in mid-2011, and is approaching levels seen at the height of the 2008-9 financial shock.

And the central bank's role in financing banks looks set to keep growing as Russia's authorities endeavor to halt a possible slide in bank lending that would deepen an economic slowdown and undermine support for President Vladimir Putin.

At least in theory, more central bank funding for banks is a way to prop up the economy by encouraging banks to lend, supporting spending by companies and consumers.

FUNDING SQUEEZE

At the root of the central bank's growing lending is an intensifying squeeze on banks' market funding. Overnight interbank lending rates have risen steadily from below 3 percent at the start of 2011 to around 6 percent today.

Many bankers blame the central bank. Last month German Gref, the head of Russia's largest bank Sberbank , criticized its September rate hike, arguing that higher borrowing costs would crimp lending and damage economic growth.

But the deeper roots of the funding shortage lie in Russian banks' own behavior.

"The cause of the problem is that the banks have deployed more liquidity than they have attracted in the form of customer funding," said Yaroslav Sovgyra, associate managing director at credit rating agency Moody's in Moscow.

In the first 10 months of this year, total lending by Russian banks grew by 15 percent, outpacing the 9.4 percent increase in client deposits, according to the central bank's monthly banking sector review.

The shortfall means that banks are instead turning to the central bank to fill the gap. Moody's predicts that the share of central bank funding in banks' liabilities, now some 6 percent, will reach 15 percent by the end of next year.

Under pressure from banks, the central bank has promised to accept a wider range of collateral in future, and extend the maximum duration of central bank refinancing operations from the present three months to up to one year.

That raises concerns that what began as an emergency measure is rapidly becoming the new norm.

"Banks generally should resort to central bank funding in a difficult situation, when you need liquidity as a matter of extraordinary support," said Sovgyra. "But not during the normal course of business to finance loans."

INFLATION OVERSHOOT

The central bank's monetary injections may help to explain disconcertingly high inflation, which is set to overshoot the central bank's 6 percent inflation target for the year.

"Without these injections core inflation would be much lower -- it's quite obvious," said Alfa's Orlova, who predicted that the central bank would also miss its 6 percent target next year due to political and economic pressure to support banks.

Analysts are also worried that the expansion in central bank credits will dilute asset quality, both of the central bank itself and of the banks it is lending to.

They point out that growth in retail lending -- the riskiest segment of the market -- has recently accelerated to over 40 percent, notwithstanding the recent hike in central bank rates.

Concerned by the rapid increase, the central bank is now tightening regulations to damp down the riskiest retail lending. But it seems less inclined to rein in corporate lending, the main cause of Russian banks' troubles in the 2008-9 crunch.

Leading bankers see the situation differently.

"If you look at penetration of loans in the economy it still significantly lags emerging market peers, and is obviously far away from the developed economies," said Herbert Moos, chief financial officer of VTB Bank , Russia's No.2 lender.

The ratio of loans to GDP, around 45 percent, compares with 55 percent in Poland and 150 percent in the European Union - suggesting that Russia is a long way from the kind of debt crisis now plaguing western economies. Retail loans represent just 10 percent of GDP.

But some Russian bankers paint a less reassuring picture.

"A lot of banks are involved in speculation, because the central bank provides a big volume of resources," said Andrei Larkin, deputy chairman of mid-size Absolut Bank.

"Banks take a big risk of a liquidity gap. In general the money is short-term, and the assets are long-term."

Leading bankers acknowledge the latter problem, but argue that the solution is for Russia to go even further in copying the quantitative easing policies seen in the West by providing multi-year financing.

"It's not only about inflation and monetary stability," said VTB's Moos. "If Russia wants to support growth of its own economy, it needs to provide improved longer-term financing."

Sceptics say that Russia can hardly be compared to western countries, which are resorting to highly unorthodox measures to revive stagnant lending and avert a deflationary debt spiral.

"Obviously that might be necessary if you have a problem effectively with loan growth - like you have in the U.S. or euro zone - but that's not a problem here," said Clemens Grafe, chief economist at Goldman Sachs in Moscow.

"You can't fund your loan growth with short-term repos (central bank loans), and you shouldn't fund it with long-term repos either, because that is essentially printing money."

Depending upon the agency, credit counseling may be completed over the telephone or Internet. Costs may vary between the $30-$50 range, but for those who qualify with limited income the payment may be waived.
